Symmetric Modus Ponens Formula

Inputs: sA, sB, simAB

Output: sAB = sA(1+sB/sA)*simAB/(1+simAB)+c*(1-sA), c is a parameter meant to represent P( B| not A)

Consistency conditions: simAB >= sA+sB-1 and simAB <= sB/sA
